Factory built in racing rear end?

So I'm currently rebuilding a pair of 99 OEM rear shocks, and have noticed (after just 13 years), that the spring preload seems to have a second, non factory setting.
Look at the preload cam ring, and then at the two stops on the inner steel tube (the stops engage with the cam). The tube position is fixed by two slots that engage with locators on the main, alloy, body.
But that sleeve has another pair of notches, unused, at 90 degrees to the ones in use, and aren't cut as deeply. Moving the sleeve around, to engage the second pair of slots, introduces a new 10 mm of preload on the spring.

I have my thought about this, but would like to know if anyone has any thoughts or experience of them? download (1).jpg

Perhaps I'm asking in the wrong place!
