I have had it striped down and everything looks good so I'm thinking it may need a rewind

Have you been able to carry out insulation resistance and continuity tests on it ?

Deglaze the commutator and install new brushes. Put back together and bench test with good battery. If still forked after that you can send it out.

Deglaze the commutator (done) and install new brushes(plenty of life left) . Put back together and bench test with good battery (used jump leads from my car)
