    ZRX1100C Unstable Idle

I have a 2000 ZRX1100C that had low compression on #3 cylinder. The cause was a leaking fuel pet, causing fuel to enter carbs, thus over time, flowing into the # 3 cylinder thru opened intake valves. The engine locked up when it tried to compress the liquid fuel.
After rebuilding the fuel petcock, the engine fix was replacing a cracked #3 exhaust valve. While I had the carbs out, I removed and cleaned the fuel pilots and checked float and levels. New parts and gaskets installed, factory set fuel pilots, leaked check and synchronized... Cable linkage set and checked for binding... ok * Done buy the book *

The bike started immediately. However, after warm-up; when the throttle is suddenly cracked, the RPM increases then hangs at about 3K after the throttle is returned. The only immediate stop to this is to reduce the idle effect. BUT, after a short time (30sec-1min) the RPM will "return" to where it was previously set, causing RPM to degrade to stall...

?? Sound like a vacuum leak??
    ?? resync carbs??
    ??? Finger pointing ???
